Permit for Organisation of Meetings, Street Processions and Pickets

Pursuant to the Law on Meetings, Street Processions and Pickets (the Law), organisation of a public meeting, street procession or picket in the Bauska County requires obtaining a permit from the Bauska County municipality.
In line with the Law, everyone is entitled to organise peaceful meetings, street procession and pickets and to take part in them.

The Law does not apply to:
1.    Public holiday, commemorative, entertainment, sports or recreation events regulated by the Law on the Safety of Public Recreation and Holiday Events;
2.    Events organised by religious organisations that are registered according to procedures specified by the law at churches, prayer houses, cemeteries, parcels of land belonging to the church or other places provided for this purpose;
3.    Marriage or funeral ceremonies;
4.    Advertising events.

 

Actions to receive a permit
An application shall be filed not earlier than four months and not later than 10 working days before the respective activity shall take place. If finding out about the event regarding which the activity is organised was impossible 10 working days in advance due to objective reasons, the application about organisation of the meeting, street procession or picket shall be filed as soon as possible, but not later than 24 hours before the beginning of the planned activity. The application with the required documents shall be filed to the Customer Service Centre of the Bauska County Municipality at Uzvaras iela 1, Bauska.

Information to be specified in the application:
1.    Type of activity (meeting, street procession, picket);
2.    Purpose of the activity;
3.    Date and starting and end time of the activity;
4.    Place of the meeting or picket, route of the street procession;
5.    Planned number of participants;
6.    Type of support requested from the municipality and police to ensure undisturbed process of the activity;
7.    Organiser (one or more) and telephone number to contact the organiser;
8.    Leader of the activity;
9.    Assistants to the leader of the activity and persons responsible for maintaining order.

When filing the application, a physical entity shall present his/her passport, but a representative of a legal entity shall present his/her passport and file a power of attorney of the legal entity for filing the application.

All persons specified in the application shall indicate their name, surname, personal identity number and place of residence, but the legal entities shall specify their full name, registered address and registration number.

Required documents
Enclosing the following documents to the application is mandatory:
1.    List of persons responsible for maintaining order with their signatures confirming their consent to the participation in the activity as the persons responsible for maintaining order, or a copy of a contract, if the organiser of the activity has concluded a contract with a security company on ensuring public order and safety during the activity;
2.    Written consent of the owner or manager of the venue of the activity for its organisation, if he/she is not the organiser of the activity and the activity is being organised on his/her private land or parcels of land in his/her private property or private use.


The leader of the activity and his/her assistants shall file a declaration of assuming responsibility for compliance with the Law during the activity together with the application.

An employee of the municipality shall make a note on the copy of the application that will remain at the filer regarding the time of filing the application.

The municipality will send a copy of the application to the relevant territorial structural unit of the State Police.

The municipality is entitled to adopt the decision no later than 5 working days before the date when the notified activity is going to take place. If finding out about the event regarding which the activity is being organised was impossible 10 working  days in advance due to objective reasons, the municipality is entitled to decide whether to accept the application about the organisation of the meeting, street procession or picket no later than 6 hours before the beginning of the notified activity.
